Streaming Video (Live Broadcast)

There have been many questions about the Streaming Video offered by TSPN. So below are a list of questions and answers for the general user of the Live Broadcast.

1. Why does the video pause?

    a. Many times your windows media player will see that you have a higher connection to properly stream the video to you. So it may require some changes to the plug-in settings to help fix the problem. Below all the questions is a small tutorial on how to change your connection speed with-in the plug-in to remove the buffering.

2. Why is there usually  5 to 10 seconds worth of black when the player first comes up?

    a. The Plug-in needs some time to gather a bit of the information from the server. This is called buffering. So there is usually a 5 to 10 second buffer rate that is the default setting for Windows Media Player Plug-in. You can also increase this buffer amount to help with the short term buffering that can happen at having the higher connection rate.

3. Why do I have to have Windows Media Player Plug-in to watch the Live Broadcast?

    a. Currently the only format that we currently feed to the net is a window media streaming feed. So the makes it a requirement that you have windows media player plug-in. If you are running a Microsoft Windows Operating System, then you most likely have all that you need. If you are running a Mac or Linux you can download the Plug-in from microsoft.com or from other locations through-out the internet. Just do a search for windows media player for Mac or Linux.

4. My television looks really good but it seems that the live broadcast is of lower quality, why?

    a. TV and Internet are two different worlds when it comes to video and how it is handled. Streaming Live Video on the internet, requires a lot of power and a good connections. Our Live broadcast is pumped out from 748K down to 320K for the different bandwidths out there. 748K will be far better quality then the 320K but still good quality in the normal size window. If you run full screen quality will drop due to the fact that the video is compressed and fed to you at a smaller size then TV. But is still being run at a full NTSC format or also known as 30 frames a second. So if you have a good connection and the quality seems to be lacking please check your plug-in settings described below and select what is best going to work for you.

** Please remember that not everything is on our server end that a great deal of how thing work and feel is due to the personal computer that is receiving the Live Broadcast.**

 

*Tutorial*

If you are having issues with your viewer constantly buffering or hanging up please try the below tutorial it should solve most of your problems with the buffering.

1. Start the Live broadcast.

2. Right Click the video and select Plug-is > Options.

3. Then select the Performance Tab at the top.

4. Go down to the section that says Connection Speed and select the Choose Connection Speed.

5. Select the connection that best suits your connection speed provided by your ISP. ( If you select what is closest to your listed speed and you continue to get buffering often. Then set it to the next lower setting.)

6. Then select the OK button.

Now you are done. 

 

If you don't like the quality of the lower connection rates. Then you have one more thing that you can do. By increasing your Buffer rate, your computer actually downloads more of the video before showing anything so it gives the player more time to download. Do realize that this will put further away from real-time feed from the Television Station. Try different settings anywhere from 15 to 30 secs should do the trick. The Council does this by supporting a citizen-based water monitoring program that provides local individuals the opportunity to participate in a very worth-while and fun activity- ensuring the health of our valuable watershed. The efforts also extend to portions of the Upper Calaveras River watershed with the Ebbett’s Pass Forest Watch organization.

Asthma Symptoms Jump In Local Population

CaliforniansAccording to a recently released study the number of Californians suffering from asthma and asthma-like symptoms has spiked in the past three years, with a subgroup of Sierra counties showing the greatest increase in symptomatic asthmatic conditions. This sub group includes Amador County. State wide, according to the report by the UCLA Center for Health Policy Research, those suffering from asthma or symptoms of asthma has jumped from 4 million, 12 percent of all Californians, in 2001 to 4.5 million, 13 percent, in 2003, according to the national average of people diagnosed with asthma is 10 percent. The report also found an additional 3.4 million Californians — 110 percent — suffer from asthma-like symptoms or breathing problems who have not been diagnosed with asthma.
Jackson City CouncilTonight the Jackson City Council will discuss information surrounding the implications of “Pre-Hearing statements of Decision Makers”. At the last City Council meeting, citizen Bob Devlin requested that an item be placed on the agenda to get additional clarification regarding the potential limitations of City Council actions or comments regarding proposed projects, prior to their review at public hearings. Devlin’s request particularly pertained to council member’s views on Big Box stores, or large retail establishments, and their impacts on Visually Sensitive Areas.

Roads Challenge ACUSD/ACOE This School Year

ChallengeAmador County Unified School District and the Amador County Office of Education have had a challenging year so far in the 2006-2007 school year. The challenge has not been in the classroom in this case, but on the roadways. The California Highway Patrol has reported 8 accidents so far this school year involving district buses- fortunately none were considered serious. The latest accident occurred last week at 501 Argonaut Lane in front of the Triglia Education Center located on Argonaut High Schools Campus According to our local unit of CHP Nada Vasel Nuick had stopped her bus, which had students aboard, in the parking lot in front of, or perpendicular, to Patricia Brenan who was also driving a bus.
Effective 8:00 a.m. Monday, October 23, 2006, the California Department of Forestry and Fire Protection (CDF) will lift the suspension of burning on private land within the Tuolumne-Calaveras Unit. This will impact our Calaveras County viewers only. This includes the counties of Calaveras, Tuolumne, and those eastern portions of San Joaquin and Stanislaus that are within the State Responsibility Area. Burning will be allowed, with a valid permit, between 6:00 p.m. and 8:00 a.m. on permissive burn nights, as established by the Air Pollution Control District in each county. Before doing any burning, you must obtain a valid permit from the fire protection agency having jurisdiction over your area, and check the current night’s burn status by calling your county’s Air Pollution Control District.

But as the big day approaches, parents should safeguard against accidental poisonings to ensure that their little ghouls and goblins have a safe and spooktacular holiday, say health and safety experts at Sutter Amador Hospital and Sutter Health, a network of not-for-profit hospitals, physician organizations and other health care service providers here in Amador County. “During this time of year, young children especially may mistake medications or vitamins for candy or another Halloween treat,” said Karen Woods, Director of the Emergency Department.
Natural ResourcesThe Natural Resources Conservation Service has announced that applications are now being accepted from farmers and ranchers wishing to participate in the 2007 Environmental Quality Incentives Program (EQIP). The cut-off deadline for accepting applications is December 1, 2006. The EQIP program offers funds on a cost-share basis to producers for practices ranging from cross – fence and water development to tree & shrub establishment and forest stand improvement to grazing systems. Applications are scored and ranked based on a locally modified scoring system striving to get the best environmental benefits. It gives each county an opportunity to focus EQIP dollars and prioritize conservation work to address its most pressing resource concerns.

General Election Reminder

The deadline to register to vote in the November 7, 2006, General Election, is Monday, October 23, 2006, according to a reminder from Sheldon D. Johnson, County Clerk/Registrar of Voters. Hwy 49 Bypass Update

49The new Hwy 49 Bypass will open for a celebratory run/walk on November 11th but when will the roadway be opened to vehicle traffic? According to the Amador County Transportation Commission’s Charles Field that date weather permitting should be sometime in early to mid December. How will the intersections to enter and exit the Bypass be organized? Field also answers that question by explaining that there will be a signal on the Sutter Creek end of the Bypass at Valley View. This is where the construction is currently happening near the corner of Ridge Rd and Hwy 49. This will be the only signalized intersection on the Bypass.
