Kathy Allen of Amador Citizens for Smart Growth called the report “grossly insufficient.” All other public comments also opposed the final EIR. When asked of her opinion on the Final EIR, Susan Peters, Jackson City Planner, did not give an opinion, but did remind everyone that the document had gone through many revisions, and that it needed to be certified in order to move forward with the process. Mayor Pryor-Escamilla noted that this final EIR had been in the works since she joined the city council in 2000, and indicated it was time to get it approved. Councilman Garibaldi also commented that it was “not a perfect document,” but he did not feel that more time would make it perfect, either. Councilwoman Gonsalves added that the Planning Commission had done a “fine job.” The council unanimously approved the Final EIR.
