Proposition 85
If Proposition 85 on the November ballot sounds familiar- it is. One year after the relatively narrow defeat of an initiative seeking to limit abortions by young girls, a nearly identical measure on this year's ballot is expected to produce another close vote. Proposition 85 is a proposed constitutional amendment requiring doctors to inform parents or guardians before performing abortions on girls younger than 18, unless minors obtain permission from juvenile court judges. It is the new incarnation of Proposition 73, which voters defeated in November by 52.6 percent to 47.4 percent. A Field Poll released in early August suggested that Proposition85 might be in for another tight race: 45 percent of likely voters said they opposed it, while 44 percent voiced their support. "It looks like we're starting where we left off last year," said Mark DiCamillo, Field Poll director.

State and National News
Ambassador John Bolton has reportedly told U.N. allies the U.S. would view a North Korean attack on South Korea or Japan the same as it would a direct assault on the United States. The communist country said it has successfully tested a nuclear weapon underground. Bolton has also asked for sanctions to curb North Korea's import and export of materials that could be used to make and deliver weapons of mass destruction. U.N. ambassadors said Security Council members have condemned the test-firing and will demand that North Korea return to six-party talks on its weapons program immediately.

EBMUD Places New Restrictions On Grazing Leases
The East Bay Municipal Utilities District, or East Bay MUD, has announced they are placing new restrictions on their Pardee grazing leases as an interim measure to address new federal water quality reporting requirements related to cryptosporidium, a disease-causing organism that many animals can carry. EBMUD announced the new rules regarding "crypto" concerns while the water utility company collects more data on the impacts grazing has on the water quality in and around the Pardee Reservoir. E.coli bacteria in Lettuce (recall)
A Salinas Valley lettuce processor is now recalling its lettuce products over concerns that they may have been contaminated with E.coli bacteria. The Nunes Company in Salinas states the green leaf lettuce does not appear to have caused any illnesses but the company has decided to make a voluntary callback of lettuce sold under the Foxy brand name as a precaution. Foxy is one of the nation's largest suppliers of lettuce, celery, broccoli, vegetable platters and stir-fry mixes. The recall is for lettuce purchased in grocery stores October 3 - 6 in California, Arizona, Nevada, Oregon, Washington, Idaho and Montana. Nunes officials did not indicate what sparked the recall. The decision comes on the heels of a nationwide recall of fresh bagged spinach following an E.coli outbreak in September. The bacteria are blamed for sickening nearly 200 people and causing three deaths. The Food and Drug Administration gave consumers the okay to start eating fresh spinach a week ago Friday, with the exception of spinach grown and packaged in Monterey, San Benito and Santa Clara counties. State and federal health inspectors have yet to pinpoint the source of the contamination. The FBI served search warrants on California processors but the results of what they found, if anything, have not been made public.
