A Certified Local Government Seminar will be held Nov.
30th to discuss the Certified Local Government Program as part of
the Cultural & Land use Element of both the local cities and County’s
general plan. According to Amador Co. Historical Society
President and also Current Jackson Planning Commissioner Dave Butow, “While most all of the
political subdivisions within Amador County have some form of historical
preservation policy, the Certified Local Government Program (CLG) memorializes
the methodology through ordinance which has been proven over time in both
cities and counties across the country.” This is a way to help the rich
cultural and historical heritage of the Amador County area within the general plans
as all the cities and the County are currently updating theirs.
Butow explains
in a memo that, “In 1980
an amendment to the National Historic Preservation Act of 1996 provided for the
establishment of a CLG program funded through the U.S. Department of Interior
and managed, in California, by the State Office of Historic Preservation. It is designed for the direct
participation of local governments in the identification, evaluation,
registration and preservation of historic properties within their
jurisdiction.” Butow also writes that, “It promotes the integration of local preservation
interests and concerns into local planning and decision-making processes. It is
directly involved in the Cultural & Land Use elements of a city's or
county's General Plan and meets the requirements of CEQA.”
The Seminar will have speakers from the Office of Historic Preservation in Sacramento that include CLG Coordinators, Michelle Messinger who is also a CEQA Coordinator as well as Lucinda Woodward, the Unit Supervisor. The Seminar will be held at the Sutter Creek Community Center, November 30th from 6-9pm.
