The project proposal is for a two phase commercial development located on Hwy-49 just off of the Jackson grade, near the Kennedy Mine Property. Phase-I will include the grading and leveling of about 15-acres of land on the 59-acre project site. Also included is the construction of the Home Depot store and associated roadway, parking lot, and infrastructure improvements. The Home Depot facility itself would consist of a 139-thousand-square foot store, including a garden center, and a 410 space parking lot. Access to the project site would be from Hwy 49 & Hwy-88 via a proposed new Home Depot Road and a new signalized intersection.
Phase I also includes widening Hwy 49/88 immediately west of the project site to allow for additional traffic lanes and turn lanes. The second phase of the project would consist of the development of the remaining developable areas of the project site with retail commercial businesses. Phase II would result in the construction and eventual operation of approximately 200-thousand square feet of retail commercial space. The environmental impact report does cite some SIGNIFICANT ENVIRONMENTAL EFFECTS, including impacts on • Air Quality • Biological Resources • Land Use • Public Services • Noise • Cultural Resources • Human Health and Hazards • Transportation • Hydrology and Water Quality • Geology and Soils • Aesthetics/Visual Resources/Light and Glare.
