Jackson Planning Commission OKs 2 Lot Splits

The Jackson Planning Commission met this week and approved lot splits on two parcels in Jackson. The first was a request from Sandy and Tony Nurse to divide the 2.8 acre property where Sierra Foothill Labs is located at 225 Scottsville Blvd. The Nurse’s business is currently the only development on the property and there are no improvements proposed at this time. The two proposed lots would measure 49,169 square feet and 41,426 square feet respectively. Neither of the property owners was able to attend the meeting Monday evening however they were represented by Bob Devlin. This property is designated as Low Density Residential by the existing General Plan and is zoned Commercial (C-2). The property is granted a categorical exemption from CEQA as there is no possibility of causing an environmental impact. With no comment from the public, the lot split proposal was approved unanimously.

The second public hearing of the night was on a proposal from Joel Samuels and Kathryn Devlin to divide one 12,254 square foot lot into two lots at 108 Broadway. The first parcel would measure 6,000 square feet and the second would be approximately 6154 square feet. Currently there are single family homes sitting on is  now zoned commercial. City staff recommended annexing the property to the County of Amador Community Facilities District for Fire Protection Services, and providing a 12-foot wide emergency vehicle access road.

Neighboring homeowners voiced concerns over the potential for future commercial use of the property because of its zoning, noting limited space for parking, and the neighborhood’s narrow, hundred-year-old streets. The proposed lot split was approved by the Commission, with the conditions for emergency access and fire protection, and easements for water and sewer. At the time the city’s new land use element is approved, the lot will be rezoned to residential. Downgrading the current zoning ordinance of Commercial to Residential will have to wait until the update of the Land Use Element of the Jackson General Plan is completed.
