ACTC staff, consultants and members of the California Department of Transportation will host the workshop starting at 5:30 p.m. Wednesday at Pine Grove Elementary School. ACTC released the agenda for the meeting, saying that information boards will be set up around the perimeter of the room, including a fact sheet, purposes and needs, and alternatives. The Stakeholder Working Group, formed by ACTC, and a consultant team will be available for questions and answers as needed.

At 6 p.m. will be a 30-minute slide presentation, which will explain the Stakeholder Working Group and ACTC’s work, in evaluating alternatives, and how it reached a consensus on two final project alternatives, which it recommended for further analysis and study. Caltrans also is recommending the same two project alternatives for analysis. They are, either a southern bypass of two lanes, or an improvement of the existing Highway 88 through Pine Grove.

At 6:30 p.m., a public question and answer session will be held, facilitated by Leslie Bono of consulting firm CH2M Hill. The session will use two cordless microphones Bono will keep it to “essential project or process questions.” Program manager Neil Peacock and the consultant team will respond to question as needed, and comments will be directed to a “small group exercise” and comment cards.

The “small group exercise” will start at 7 p.m., and Stakeholder Working Group members will co-facilitate the small groups, based on instructions provided. They will record input on a form provided, which will ensure a uniform approach.

Peacock and consultants will “float, rotating every five minutes and engaging as needed.” Each group will have a set of 2x3 foot exhibits of all recent alternatives, and “facilitators will record input as each are discussed,” but will clarify for attendees that in order for their “input to be considered in the environmental process” they must fill out and submit input on comment cards that will be provided.

Stakeholder Working Group co-facilitators will read the group comments from a form provided, and Bono will record each group’s input and then “summarize general trends.”

This week’s regular ACTC board meeting has been postponed to 6 p.m. Wednesday, Sept. 28 at the Martell office.
