The Ione City Council met Tuesday night to a full agenda,
with each discussion item dealing mainly with finances. First on the agenda was
the City’s Audited Financial Statements for the Fiscal Year ending June 30,
2006. A recent audit included an adverse opinion on the city’s financial
statements including lack of historical documentation, a lack of documentation
to support accounts receivables and deposit liability accounts, seven- instances
of non-compliance required to be reported under Government Auditing Standards,
and 22-matters involving the internal control over financial reporting and its
operations.
The city is looking to new city financial director, Mark Smith, to
improve its financial policies and staff is working on rectifying the city’s procedures
and will report to the Council in the future. The Council was pleased with the
report, and voted unanimously to approve it. Next up on the agenda was the
recommendation from staff to line pond 5, which has been drained and is in the
process of being de-sludged, at the request of the Regional Water Quality Control
Board. Staff also recommended installing five hydrogeologic sensors which would
report in real time, on an hourly basis. Both contracts were approved and
awarded to Wallace Kuhl & Associates Inc, for approximately $30,000. The
Council next directed City Manager Kim Kerr to draft Request for Qualifications
for a City Planner and review submittals for a new City Attorney with support from a subcommittee
of Mayor Sherman, and Councilmember Ard. The Council also unanimously granted
five-foot Private Easements of City golf course land to adjacent property owners
in Castle Oaks Villages 1, 3, and 4. The Amended Final Map for these three
villages was accepted by the council Tuesday evening.
