The project includes 53 single-family residential lots, 54 townhouses, and 16.8 acres of open space that is to be dedicated to the City. The EIR however identified significant and unavoidable impacts related to cumulative traffic impacts on the Main Street-Gopher Flat Rd-and Haden Alley intersection. Thus the Planning Commission adopted a statement of Overriding Concern. Since that time the developer has asked for the Map extension. The matter was previously continued from April 9th as it was not properly agenized for that meeting. At that time Commissioner Robin Peters expressed concerns over the number of months that the applicant has requested, especially if the deemed time should be allotted to a twelve month or 24 month extension.
Staff reviewed Section 17.20.010 of the Municipal Code and found that it applies to projects that have filed a final map for review and are seeking an extension of the map in order to complete the requirements for the final map and have it recorded. According to Senior Planner Darcy Goulart it appears that the Title 17 is silent on tentative or vesting map extensions and would therefore default to the timelines specified in the Subdivision Map Act which allows a subdivision map to be extended for 24 months. The motion was granted to allow the timeline extension for a 2 year period. The Gold Country Plaza off premise sign permit was postponed with no action to be taken in the foreseeable future.
