The estimated cost of improving streets and intersections for Plymouth is $3,174,000. Drainage improvements included in the Capital Improvement Plan are expected to cost $598,000. The Plan estimates that water will be the most expensive capital improvement for the city.

These costs are estimated at over $6,000,000. Roark Webber stated, "There will be some great improvements in the future. What kind of improvements will depend on the citizens and the council."
