Court halts Dollar General
COURT HALTS CONSTRUCTION OF PINE GROVE DOLLAR GENERAL PROJECT
On November 14, 2014 Amador County Superior Court Judge Steven Hermanson ordered construction activities for the proposed Dollar General store in Pine Grove must stop immediately.
On October 24, 2014 Amador County issued a building permit to property owner Del Rapini to begin construction of the project. Last week the Pine Grove Business Alliance, a group of Pine Grove residents and business owners, filed a legal action challenging that permit. The lawsuit asserts that the Dollar General store proposed for that location violates the County's zoning ordinance and General Plan, and that the County had failed to evaluate or mitigate environmental impacts from the project as required by CEQA -- the California Environmental Quality Act.
Today, with construction equipment already on the project site, the Alliance asked Judge Hermanson to issue an immediate stay to prevent construction of the project until the court can rule on the Alliance's claims. Over the County's objection, the court agreed a temporary stay should issue immediately to prevent construction.
The County, Rapini, and Dollar General may file written objections to continuing the stay next week -- which the Court will consider at a hearing on Friday November 21st.
"I'm very pleased with the court's ruling," said attorney Brett Jolley who represents the Alliance. "The order keeps the status quo and prevents the developer from building an unlawful project before the court has an opportunity to consider the parties' arguments. This is sound preventative maintenance."
Alliance member Debra Dunn added, "Kudos to our local justice system! Multiple attempts have been made since July to openly discuss this issue including with the Board of Supervisors. Litigation has been a last resort but this outcome provides hope that justice can still be found in Amador County. We are grateful to Judge Hermanson for being willing to take this first step in a lawful consideration of the Pine Grove Community on this Dollar General project."

Bread in a Can…
To make a gift, place in a clear gift bag…
½ cup whole wheat flour
½ cup rye flour
½ cup cornmeal
¾ teaspoon baking soda
½ teaspoon baking powder
½ teaspoon kosher salt
½ teaspoon freshly ground allspice
½ teaspoon orange zest
½ cup black raisins
Place the bag in a 1-lb coffee can or a rolled wafer cookie tin (400g size) and decorate. Include these directions…
To Make Bread: Preheat oven to 375. Coat the inside of the can with nonstick spray. In a large bowl, combine contents of bag with 6 Tblsp of canola oil, ½ cup of molasses just to combine. Add 1 cup of buttermilk, 1 tsp of vanilla extract and 1 large lightly beaten egg and mix just to combine. Spoon bread into the prepared can. There should be about 1-½ “ of clearance above the batter for the bread to rise. Cover the top of the can lightly with greased foil. Place can inside a deep-sided 3 quart oven-safe pot and pour enough boiling water to reach halfway up can. Bake for 1 hour and 15 mins or until edges of the bread begin to pull away from the sides of the cans. Remove can from the pot of water, uncover, place on a cooling rack and cool for 1 hour before removing bread from the can. Chocolate-dipped spoons
12 polished/decorated silver spoons
1 cup chocolate chips, divided
2 tablespoons butter flavored shortening
Cookie sheet or tray
Parchment paper
12 gift “pretzel” bags
Find spoons in antique stores and thrift shops. They don’t have to be silver, of course. You can duplicate this recipe with plastic spoons, too!
Line a cookie sheet or baking tray with parchment paper and set aside.
Melt ½ cup of chocolate chips in a microwave safe bowl for 30 second intervals. Stir the chips after each 30 second interval and stop when chips are hot and melted. Be careful! Your bowl will become quite hot. Immediately add the other ½ cup of chocolate chips and the shortening and stir until all the chips are melted.
Dip the spoons into the chocolate, covering the bowl of the spoon, and place on parchment paper-lined tray to harden. Set tray in the refrigerator for 30 minutes to completely cool and harden. Place one spoon in one pretzel bag and tie closed with a twist-tie.
Stir your chocolate-dipped spoon into coffee, cocoa or warmed milk for an extra chocolaty treat.
